Would it be possible to have a SUPER COMPUTER on a "modest to small budget?"

You bet, many small research centers have take advantage of what is called clustered computing. Scientifiv American says "scientists at national laboratories and universities have learned how to construct their own supercomputers by linking inexpensive PCs and writing software that allows these ordinary computers to tackle extraordinary problems." That, by the way, is within reach of mere mortals like the rest of us. Big Super computer cost millions of dollars, this clustering/parrallel computing such as this does not.

Oak Ridge National Laboratory (ORN) has one of these "behemoth" and the system consists of more than 130 PCs linked in a computing cluster. Not only that, ORN used "obsolete" computers and obtained the performance of one that cost a fortune. Please read this article, it is well worth your time.
